How do I allow family member to make a purchase
Is it possible to allow member of my family sharing group to make purchases using their own credit card instead of mine?

Family purchases and payments - Apple Support
Not with their own credit card but they can add money to their balance using a gift card and that would be used first. If they go over then any remainder would be charged to your card.
