Apple Watch Series3 w/cellular

I have the Series 3 with cellular. When I am away from iphone, the watch starts using cellular but I am not able to receive messages. I have unpaired/paired 2x's already. Phone is left powered On with WiFi or Cellular connection.

I also notice that when my iPhone is powered off the Apple Watch doesn't connect to certain apps like Facebook Messenger, Instagram, Discover, etc... I thought the cellular one was supposed to have its own data connection. So, if it doesn't, what's the point in getting the cellular one vs the cheaper one? 😟

Apple Watch series 3 & 4 If the apple watch is non-cellular, only gps (Bluetooth) are you able to receive messages? Or only cellular watches are able to?

Watch (cellular) not receiving messages Watch is not receiving messages. Connected to Wifi and watch has cellular. The only way the watch is able to receive messages is if the phone that it is associated with is on and nearby. That is not why I paid for a cellular watch.
