I can’t purchase anything or update anything from the App Store because it says my payments been declined I don’t pay for any of my apps?

Change or remove your payment information from your iTunes Store account (Apple ID) - https://support.apple.com/HT201266 - "On your iPhone, iPad, or iPod touch, you can change the payment information for your Apple ID in Settings. Hi

You must have a payment method before you can download anything from the apps store.

If you don't have a credit card buy a iTunes gift card redeem at the bottom of iTunes page.
