Recovered iCloud Files Didn't Get Recovered

An important folder accidentally got permanently deleted from my iCloud. When I went to iCloud.com to use the file recovery utility, the file that I needed didn't show up. It did, however, show up on my phone in the "Files" app in the Recently Deleted folder. I even went into the file itself and saw that everything was there. But when I chose to recover the file, it just recovered an empty folder. I don't know what to do and need help fast.
