I have iCloud as a Top Sites/Favorite. The icon for this link sometimes
reads "iCloud requires cookies". What is the meaning of this sentence?

That the crawler cannot store cookies, so iCloud returns that message. It doesn't have anything to do with how you access icloud. Its just how the Favorites icon gets generated.

The Top Sites / Favorites uses a spider bot or crawler periodically to update the Favorite Entry.
The crawler stores no cookies, so the website may generate that error, and that's what gets used as the favorite icon.
What is the "error" which is occuring that you are referring to?
It is not always there: 'iCloud requires cookies' -- sometimes it read the place in iClouds last visited.
Are you saying that one doesn't enable cookies in Safari for this function?

I think your assessment that it is just a statement of
fact may be correct under the circumstances.
It means that you are trying to access iCloud but do not have cookies enabled in Safari.
I see that in my Top Sites iCloud link/page all the time and I have no trouble accessing iCloud. I do have cookies enabled. So that isn't the problem. It may just be a statement of fact.
