Cut & Paste utility apps?

There are many times that I do not see a "cut & paste" option, only copy & paste. There used to be an app I used that allowed a Mac to do this, but it stopped working, I forget the name.

Any utilities or apps for a non-programmer/non-developer (average user) to use on Mac.

The only reason you would not see cut but see copy is cut makes no sense. For instance, cutting a file in the Finder doesn't make much sense since what to do with the cut if you don't paste is pretty much undefined. Should it go away like deleting it? Should it jus remain in place? It's not clear what you want to do, so there is no Cut. You can Copy and if you wish to move the file you can Paste with the Option key held down. That would be the equivalent of cut/paste in Finder.

Have you seen this in other instances? If so, can you describe them.
