Can’t update or download apps

I have an iPhone 7plus and not able to download or update any apps. Then I cant cancel any cards I have with the options I’m given. When I try to cancel The card, it doesn’t save or let me pull up my subscription.

How can I download apps again? I sign up for a week free subscription on an app, and then after that when it tried to charge my card it declined. And I can’t cancel the subscription, and I can’t take my card info off. What can I do to start downloading apps again? I don’t want to have a card linked to my phone anymore.
