How do I free up data in app that I don’t need?

I know some apps I use store data on my phone. My mapping app stores map data and (my phone is not turned on right now and takes a minute to boot so I am not turning it on) either in the app itself or in the app's entry in Settings there is a feature to tell it to delete individual maps. So I guess it depends upon your app and you need to poke around and see what it offers.
I already know that I've used 31.3 of 32 gigs. I need to know how to get that data off my iPad...
