Unable to Add Flickr Account To Photos

I saw this was posted a while ago and a resolution or solution was not posted.

I am unable to add my Flickr account to my internet accounts and thusly cannot add it to Photos and thusly not add pictures to Flickr from Photos.

I can confirm my OS is up to date.

I can confirm all passwords and log in information is correct and works.

I can log into Flickr with same information and I can log into Yahoo with that info.

I can create an internet account with the same information for Yahoo and not get the error.

I am having no other issues with anything connected to Photos, Yahoo or Flickr.

When I try and add the account to Internet Accounts I get the error "unable to locate account".

I am not the only person with this issue and it appears that neither Flickr nor Apple seem to have anything to say on the matter.
