How do you mean? Are you setting up a ‘new to you’ ipad and need to put the info from your old one onto it? Or are you setting it up from scratch?

On iOS 11 go to Settings > ITunes and App Store. Click On Apple ID and log it out and sign back in with you Apple account. Then close it open the App Store at the top right click on your picture this should pull up your account and you can click on Purchased then click on My Purchases. There will be an option for Not on this iPad. This will show you all apps in one list you can drop on the device that are ppurchased already. Hope this helps.
