iCloud storage

My iPhone says the iCloud storage of full, I go into settings and iCloud and the manage storage option isn’t available (it’s greyed out) so I can’t click on it to delete backups etc

???

Try restarting the device -- Restart your iPhone, iPad, or iPod touch - Apple Support.

Why is my iCloud storage full after removing everything? full storage?? I just recently bought some more gigs {200gb} to have more space on my phone. So when i click my apple ID and go into my icloud it says I have only used up 4.6GB of 200GB used but when I go into general and click my iphone storage it says I used up all my storage?? It keeps popping up that my storage is full. please help
