The iPhone 4S cannot run any iOS version later than iOS 9.3.5. (Current is iOS 11.2.6.)

So naturally many of the games out there run on later versions of iOS than you have, and your iPhone 4S (which was released in 2011) cannot support it.

Install an app on an earlier version of iOS or OS X - Apple Support
