Will Apple allow schools to reset their Ipads without purchase documentation?

We have two or more Ipads that are locked. They were connected to a previous employee's Iphone, but he died this year and there is no way to recover Apple ID nor password. Can Apple help us reset them without purchase receipts which are lost in an old file somewhere?
