keeps saying i need to verify my apple id with my ild card and womt let me change it to a new one

Every time I try to make a purchase it tells me that I need to tap to continue to verify my card but there is no option to continue just an “ okay “ button. When I go to my settings to change my card it wants me to input information from an old card I no longer use/have in my possetion and won’t let me add my new one and is preventing me from making purchases or updating my apps.
