Trying to share messages from current iPhone with old iPhone wifi only

I have an iPhone 6s for my primary phone. I would like to see my text messages and phone calls on my old iPhone that only can use wifi. The old one won't connect to iMessages keeps saying waiting for activation or activation failed. How can I fix this?

iPhone 6s, iOS 9.3.1

Trying to set up a new iPad I have a new iPad air wifi no cellular and set up iMessage but I cannot send messages to non iPad or iPhone users from Messages. It always tries to send the message but every time, it just stops and outputs that it has not been delivered. When I turn iMessage off every time I want to send a text message it asks to login. I can send messages to the android user on my iPhone to the same people that I want to message to using my iPad, with no problem. Something is not turned on on my new ipad. I can't find out what it is that is blocking all Android users

messaging to non apple devices with iPad. I just purchased an iPad 7. My old iPad 5 sent and received messages with no problem. I have searched for help and scoured settings on the iPad and my iPhone 5s. I am unable to send messages to others with non apple devices. Both the phone and iPad are on my home wifi. Thank you.
