I’m not able to download or update my apps as it says the previous owners iCloud account but the phone is logged into my iCloud account

The phones in my name as I bought the phone signed into my iCloud account but I’m able to download anything or update anything as when I click on update or download it asks for the old owners password but the phones in my name and singed I to my Apple ID
