Why won't my phone let me update it?

So I've been trying to update my phone but it says I don't have enough storage even though I have deleted all my apps. It says I need 1.36 gb to update and I have 1.70 gb free. It still doesn't give me the option to update. It just says to manage storage and I don't know what else to do.
