Non-cellular Apple Watch 3 - Music

I'm looking into buying an Apple Watch Series 3, NON-cellular to use primarily as a fitness device. With Non-cellular can I download music and podcast to the watch itself? And go running without my phone and listen to playlists/podcasts on my run?
