I have down loaded my old phone to I tunes now I can’t get the data to transfer to my I phone 8s. I keep getting error saying my phone does not have the latest version of I tunes, but it has what is required. Please help it’s driving me crazy.

The message is referring to the version of iTunes on your computer. What version is it ? I think iOS 11+ requires iTunes 12.5+ (which requires OS X 10.9.5+ / Windows 7+)

You need to update iTunes on your computer to the latest version, which is v12.7.3
