Question: I just got an iphone 7 and none of my apple ID’s are working. so i made a new one and now it keeps saying apple ID is locked. when i go through the steps it tells me to i end up at this page where i have to change my password. it is a endless cycle.

... I would take it back to the store and ask them to help you sort it out. Apple stores are usually agreeable with matters like this.
