Will making an H264 movie of an H264 file cause generation loss?

I lost my master Pro Res Proxy file, but kept my H264 and want to make edits in FCPX.

However, I want to save it again an H264 file to conserve space. Will this cause generation loss?

Optimized Media Larger than Original: Is it needed? In FCPX, the total storage space for all the videos for my library is about 82 Gigs. The Optimized media takes up 220 Gigs of storage. It seems like there's no point in using Optimized media as the file sizes are so much larger. Should I just use Proxy media instead and get rid of the Optimized media? All the video was recorded on an iPhone, if that makes any difference.

Will exporting an already exported MOV file have a loss in quality? If I export a 4k MOV file with h.264 codec, and then drag it into a new timeline and then export it again at h.264, will there be a noticeable quality loss? Does the quality get worse each time it's been exported?

There will be some loss but it may not be at all noticeable, depending on the content.
