It's specifically creating a new iCloud account which triggers the over-the-limit message - evidently you were trying to do this with your existing Apple ID. As said above, you can create a new iCloud account on another Mac or iOS device (not Windows or Android) and then you will be able to sign in on the device in question.

There is a limit to how many accounts can be created on a device - either use one of the accounts already created on it, or use a different device to create another account
When I sign in my Apple ID this message will show the maximum of free account have been activated in this phone
