iPhone Hotspot

Every now and again when trying to connect my apple TV (newest model) to my iPhone x personnel hotspot it doesn't seem to appear in the networks list?

I refresh the network list and switch the hotspot on and of but they seem to do nothing until the hotspot suddenly appears some time later, that's if it does.

Is this a common issue or would this be an iPhone fault, any potential fix would be helpful.
