Hello tt2, it’s worked, thank you.
what you had to do is set the time zone to in my case Spain and also slide a cursor on the world map in the same screen over to Spain and other countries on the same time zone, so that both coincided.

Hmm, don't know then. I've just created a new event on my iPad, and details show correctly on my iPhone and iCloud on the web on my PC. Can you try a different browser in case it is a browser dependent issue?

I'm currently in Central European Time (CET)in Madrid, (normally in the UK)
I have my ipad set to Madrid time all is working fine
When i create an appointment on my PC in icloud calendar it has Baring Time as default, (whatever Baring time is) but I can it to CET and set up the appointment
If I do this it is 12hours out of sync but is correct in the ipad and similarly appointments i set on my ipad are shown on the PC but 12 hours out of sync

The language is set to English which is correct and the time zone is set to Bering Standard Time/Spain
I don't know what Bering Standard Time is but currently I am in Spain so this is correct

I normally use Chrome, just signed in with Edge but it's the same, 12 hours out of sync.
Appointments i have at 4 PM are shown as being at 4 AM, 12 hours before

Hmm. See https://en.wikipedia.org/wiki/Bering_Standard_Time. UTC-11 hours, plus a summer time component probably add up to 12. Change the time zone to something else. 😉
