Not all photos in ICloud

Dear,

First question:

I saw that all my photos from my Iphone 6 are NOT available on Icloud and in fact i pay every month a subscription to get needed space in Icloud. My Iphone is alreadu added under devices.

Second question:

I have also an Ipod, and in his setting is mentioned that he also added as devices in Icloud. A several times i did a synchronisation to get all my photos in Icloud, but without chance I didn't never see.

Please coud you see where is the problem on my two questions.
