Issue: iCloud Music Library can’t be turned on

I recently bought a used iPhone off Kijiji. This message appeared, so I asked the seller to remove their old iPhone from their list of associated devices on their iCloud account. They did it 6 hours ago, showed me proof with screenshots, I did a hard reset on my phone, and it is STILL showing this incorrect message. I need my offline music, it is an integral part of my job, and I pay $10 a month for Apple Music. I need this to be fixed on my phone ASAP. Thank you in advance.
