Hello Apple team! I bought iPhone 6 on ebay, now i have problem activation with not verizon sim. I check imei and see this - “2320 US GSM/VZW N61/N56 Activation policy”, what this is policy? Can you help me?

Because Apple does not have the legal right to remove the carrier lock. ONLY the carrier it is locked to can authorize that.
If the phone was advertised on eBay as unlocked, the seller lied. RETURN it. Why are you wasting your time on this?

No 3rd party has access to that information.
If you're getting an "invalid SIM" message, the phone is carrier locked. Return it and buy one you can use.
I saw what you wrote. If it works with a Verizon Sim, but using a non-Verizon Sim results in an "unsupported SIM" message, the phone is carrier locked to Verizon.
NO ONE other than Apple has access to carrier lock status of the phone based on the IMEI number.
Verizon no longer sells unlocked iPhones per the link I provided above.
In addition, you stated the device had been replaced... Where did you get that information?
If entering the serial number at Apple's warranty check site returns a message that the phone was replaced, it is STOLEN.
You got ripped off. Return the phone to the seller and go buy one that works.

You said you bought it on eBay. What do you mean it was "replaced"? And what is the EXACT error message you're getting?
If you are seeing a message that the product was replaced when you attempt to check the warranty coverage on Apple's warranty verification system, that means that it was replaced by Apple as defective and it was not returned to Apple as required. In effect, it's stolen.
Return it and get your money back and go buy a phone from an authorized source.
If use not Verizon sim, error message - “this sim not support”. If insert verizon sim - all ok, but verizon not lock devices! I contact with verizon support, and they says - this imei not locked.
Seller (on ebay) say - he bought this iphone in at&t, then phone was damage and restored in story. What do now? Without sold back, money back and all the rest...
I say you again - i contact with verizon, they check my imei and say - it not locked, contact with Apple support...
I can’t back this iPhone, but Apple can change activation policy. Why you don’t want to help me?
You don’t see what i wrote. IPhone no locked to verizon carrier, but worked only with verizon sim. You did not even ask me imei to check what's up. How you can say me what do? Maybe realy problem solve with you...

I very want use this iphone, and i know Apple can change activation policy back to normal, because this IPhone whithot billing problem and hav’t contract.
Why Apple not help? Because i not US citysen? Or because you not from apple support team?
Phone not locked on carrier. This iPhone is replaced in story and now is locked on this policy. Why Apple change activation policy from ATT to this? iPhone no in contract and no billing problem. May be Apple can change policy back?

That is no longer true according to statements from Verizon.
Only the carrier it's locked to can authorize unlocking it.
As you have been advised already, RETURN THE PHONE and get your money back, then buy one you can actually use.
