Apple doesn’t routinely monitor the discussions. These are mostly user to user discussions.
Send Apple feedback. They won't answer, but at least will know there is a problem or a suggestion for change. If enough people send feedback, it may get the problem/suggested change solved sooner.

I would just like to be able to watch webm in Safari.
If I try to open this link https://upload.wikimedia.org/wikipedia/commons/4/47/Cat_and_kittens.webm in Safari it downloads the webm file, but if I open it in Firefox then I can just watch it in the browser.
Is this possible?
Edit: I use Safari Version 11.0.3 (13604.5.6)
At present Safari doesn't support WebM video format.
Other browsers do support this format.
More information would help. Do you have a particular web site you are trying to access? Do you have files on your computer that you want to watch?
That's too bad... I hope Apple decides to add support for webm in Safari soon.
