Purchases are considered final but as well as the 'report a problem' site you could try contacting iTunes Support via : https://support.apple.com/contact or https://www.apple.com/emea/support/itunes/contact.html

Purchases are considered final, any refunds are at iTunes’ discretion, if they’ve decided it can’t be refunded there’s not much you can do
I contacted them twice but they couldn’t do anything about it.

Well that ***** because it was over 115 dollars.
when i try to refund my purchase in report a problem, it says that “we could not process this request.”
