How do I find a photo inthe iCloud storage
I backed up photos to the iCloud, and now I need to find one from that back up. Where do I look? I am using an iPad Air.

You cannot "look" into the backup. You need to restore that entire backup:
Restore your iPhone, iPad, or iPod touch from a backup - Apple Support
Be aware that restore is an all or nothing process. You cannot selectively restore only photos (for example) and any information on your device between now and when the backup was created will be lost.
