Hi .. I have iMac 21.5 inch late 2013 2.7. It was working fine until days ago when the fan started to produce noise at 30 sec to 60 sec intervals, though there is not any load on the CPU or Ram. I tried the SMC reset but did not succeed. The fan noise is present even when the iMac sleeps, it is also there while on Mac OS or on Bootcamp Windows. Please advise.

I suggest you use the program created by Etresoft, a frequent contributor. It will provide a snapshot of your system which we can analyze to possibly determine the cause of your problem. Please use copy and paste as screen shots can be hard to read. On the screen with Options, please open Options and check the bottom 2 boxes before running. You may want to try tesetting the SMC again, do it two to three times How to reset the System Management Controller (SMC) on your Mac - Apple Support
Also try resetting the NVRAM How to reset NVRAM on your Mac - Apple Support
I don't see anything in the report that would cause your fan revving up. The only other thing I could suggest is to try booting into safe mode Use safe mode to isolate issues with your Mac - Apple Support
Sounds like 1 of 2 issues to me, but I leaning more towards #2.
1. Something is a-miss with the macOS and I would install the latest Combo Update over the stand-alone macOS version.

2. You have a hardware problem or a faulty internal temperature sensors and need to run the Apple Diagnostics test.

I think it is clear now there is a hardware problem and that I have to take my iMAC to an Apple Authorized Service Provider
