Wireless mouse will not connect

I Mac 27”with 3TB fusion drive that is split,attempting to rejoin Sata and SSD.Have used disc utility to erase SATA drive.Created startup disc macOS for High Sierra which. Am using to boot the Mac.Will then erase all data from the fusion drive.The bootup goes well untill the connect phase for wireless mouse and keyboard,no matter what the mouse will not connect and the boot up will not complete.Have changed the mouse batteries,cleaned the optics etc but it will just not connect.

I have a Apple magic mouse 1 and when inserting your AA batteries into your battery slots always with a very soft rag rub the ➕ and ➖ where the battery sits because AA batteries leave battery residue on the contacts. If it is not clean then your wireless mouse will not connect then clean off the battery residue then your wireless mouse will work. I use Duracell AA batteries and it's guaranteed 10 years. I also use a battery tester to see how much charge is still left in my AA batteries. It will tell me when to replaced if it is in the red and if it is in the green then it is still good. This battery tester has save me lots of money. Before I used AA batteries I purchase Apple rechargeable batteries and I charge it for the time allowed for full 100% charge. After charging I used my battery tester and it read only 1% charge left in my rechargable battery and took it back to Apple and got another set of rechargeable AA batteries and charge it again for a full charge and tested the AA batteries and it had only 2% charge left and took it back to Apple for a full refund.
