how can i get a usb recovery image

I bought a MacBook pro model A1502

well I guess previous owners did a factory reset well they did do a backup before doing it so since then they weren't able to use cause when they turned it on and pressed the command + R a black screen folder with a binking question mark show up or there would be a black screen with a lock on it

iPhone 3G, iOS 4

Black screen with a lock says there is a firmware password on it. Unless they gave you the firmware password, you cannot boot from another drive or re-install anything.
