Another icloud photo query

Sorry age old problem with missing photos.

All photos are on icloud - 1,000's

iphone is set to use icloud photo library but only showing 100's of photos. Settings: icloud photo libray on, optimized Upload to photo stream off; icloud photo sharing on. logged in as same icloud account.

I have actually reset phone all content and settings, then set up as new phone and log in to icloud, all photos downloaded, 1000's within short space of time.

I have now restored from back up and the photos are missing on iphone again, and have waited a few days, hard resetting waiting for download on wifi and plugged into mains. The restire from back up was due to 'notifications' apps went missing (a whole other issue!).

So it's a choice of missing notifications or missing photos?

Any suggestions.
