Reinstall iOS via iTunes. Don't do a repair-restore, do a new install. If that doesn't fix the problem, it is time to look at faulty hardware (i.e. exchange or repair shop).
When I open the compass it points north and does not move. The level does the same, it is stuck at zero. I have done hard and soft restarts with no luck. I did a soft reset and it worked for about 5 seconds. I have removed and reinstalled the app, with no luck. I also checked the Location services and turned it on and off and on again, with no luck.
