The Subscriptions section only shows if there are subscriptions on the account. If it's not showing (you've tried on both your iOS device and computer's iTunes : View, change, or cancel your subscriptions - Apple Support ?) you are sure that it's being paid by that account, its payments show on that account's purchase history ? If they do try contacting iTunes Support and see if they can stop it for you : http://www.apple.com/support/itunes/ww or https://www.apple.com/emea/support/itunes/contact.html
