Iphone 7 32 GB is showing Capacity 28.35

Can anyone describe this? I bought a new iPhone 7 32 GB storage model, it's showing capacity of 28.35 GB only instead of 32 GB, while I have 6s also with same storage capacity that shows 32 GB.

iPhone 6s, iOS 11.1
