Documents, all your space belongs to us

My 50 gig iCloud account is full. The account is used by two iPads and and iPhone. No OS X devices. When I use the web interface from a laptop it show my usage as follows:

21 gigs of photos

4 gigs of backups

65 gigs of 'documents'

My iCloud drive folder is empty. Where is all this document space going? How do I get rid of it? I looked through all three devices on the account and not one of them is using cloud drive space. I tried disabling iCloud drive on all devices and no such luck.

in iOS under manage storage it shows me the top 4 space users, photos and backups, but nothing else large.

Thanks for any direction. I've read numerous iCloud space guides from apple and can't seem to figure out where this space all went.
