help re-signing onto icloud

i have lost my icloud connection no longer able to use photo stream i enter the code sent to my phone but i still cannot get my phone pictures do download to photo stream

I cannot figure out how to sign into iCloud to see my stored pictures. It says to go to Settings and sign in and put in my Apple ID but when I go to settings there’s nowhere to sign in I am unable to sign in to iCloud to see my stored photos.I have an iPhone 8+ and when I go to iCloud there is not a place to sign in

Download to Photo Stream or iCloud Photo Library?

Try Settings/Your Name/iCloud and slide off syncing. Wait a few minutes and then slide syncing on.

Last resort - have you tried signing out of iCloud and then sign back in?
