Install company portal Unlock my Apple ID

I m trying to install company portal application using my Apple ID but every time after sign in I got message that it’s locked for security reasons. I follow all instructions answering security questions resetting my password then trying again to install application again account locked and so on. Please assist

Apple ID is locked or disabled
