Do you actually mean OS X 10.2 Jaguar? If so, nope.

Yes I'm referring to jaguar.
My system is a Power Mac G5. It came with jaguar. Can the operating system be upgraded to a version of osx that is compatible with GarageBand?
Garageband requires an Intel CPU. You have a PowerPC chip so there's nothing you can do except replace it.
Could I upgrade just the CPU or would I have change the whole motherboard to an Intel chipset?
By the time you replaced everything you would need to replace, it would be cheaper to purchase a used or refurbed Mac. I'm not certain it's even possible to replace enough. It's doubtful.
