Are you getting an activation lock? See screen shot in the article below. If not, the phone was probably prepared for sales properly. Create your Apple ID and see if you can sign into iCloud in either Settings/iCloud or Settings/Your Name/iCloud.

If you cannot contact the previous owner there is no other way to bypass activation lock on an iPhone. If you purchased it through a 3rd party (e.g., eBay) you may want to try to get a refund.
