Custom cell format option dimmed
Any actionable reason as to why the option “create custom format” is dimmed? Note also that the “Date format” text doesn’t change at any point (pic 2)

With no symptoms, it's difficult to suggest any specifics.
Some general actions that may help:
Open a new document from the Template chooser Press and hold the option key as you choose New from Template Chooser in the File menu. Any difference?
Quit and restart Numbers. Open a new blank document. Any change?
Restart your Mac in Safe mode. Launch Numbers. Open a new document. Any change?
Safe mode restart will take longer than usual and the Mac runs a more extensive list of diagnostic and repair routines.

Any indication of the circumstances under which this occurs?
Start with:
Version number of Numbers (Numbers menu > About Numbers)
Version number of OS X or macOS (Apple menu > About this Mac)
What's on your screen that you are not showing us, but that might have a bearing on your question?

It is in all circumstances I can just imagine (after trying out to change the circumstances)

Nothing of relevance as far as I understand - an open Numbers file.

1. I did this - the template worked, and the custom cell configuration was available (not dimmed)
2. I opened my problematic file - custom settings was not available (dimmed)
3. I made a duplicate of the problematic file (located in iCloud) and placed it on my local disk - now very OK, it works.
4. I tested if other files located in the iCloud had same problem - they did not, all worked well.
Conclusion:
a) Your advise helped me to solve the problem - thank you Barry!!
b) The reason for the dimming still unknown.
c) The problem could still be a file specific problem.

Quite likely, considering that other files did not exhibit the issue, nor did the original when it was duplicated and stored locally.

I'm having the same issue. For me it seems that the "Create Custom Format" menu is only dimmed for files that are shared with other users. Are you seeing that as well?

That’s my conclusion too. In order for the shared file allowed access to to custom format I had to disable collaboration and make a copy of it to to my HD.
Cool. I'll make a bug report to Apple (although they probably know this already).
