On my laptop, Photos for Mac stopped syncing a few moths ago. I haven't been able to figure out why. My iPhone and iPad are still syncing through iCloud.
Any suggestions what could be the matter?
My settings are these:
MacBook Pro with Retina display, macOS High Sierra (10.13), (2,8 GHz Intel Core i7, 16 GB RAM)
That even an empty library cannot sync is weird.

It's possible that it stopped after I updated to High Sierra. I'm connected through a relatively fast WiFi network, so that shouldn't be a problem.

The last items in my Photos library on my Mac appear to be from September last year. And they're all on iCloud.com. Right away, I'm unable to figure out what four items haven't been uploaded.
Do the smart albums suggested by Larry show any items?
It definitely seems unable to connect to iCloud. I've tried removing the library file (Photos Library.photoslibrary) and starting from scratch, and it's still stuck at "Updating…".
As I wrote, I've tried turning off Little Snitch, and it made no difference.
And even with an empty library and nothing to upload to iCloud, Photos is still stuck at updating.
where is your Photos library stored? If on an external drive what is the drive format and how is it connected?

It's on the internal drive – APFS.

Does the number change?
No. There are no changes at all.
After reinstalling macOS, it works again.
