If someone connec usb cable to their Apple iPhone to my CarPlay can they use the feature find my car?

The cable used is just a cable, it has no computing capabilities. They can be used with several different devices. The Find My iPhone is an app that is built into the iPhone not your car. In order for anybody to locate a device using Find My iPhone they would have to log in with the Apple ID and PW for the account that the device is associated with.
