Upload stuck

My iPad Pro stuck upload files. Photos upload and download are ok.

I turn off and on iCloud many times. I also reinstiPad again after factory reset.

iPad Pro Wi-Fi, iOS 11.2.6

IPAD won't upload There's a file on my Ipad that won't upload anywhere. Other photos and videos upload just fine. When I try uploading to Google Drive it keeps saying waiting then retrying over and over again. It won't upload to ICloud. It won't show up in my photo folders when I plug it into my computer. It's like it's unable to exist outside of my Ipad at all.
