Photos - Memories

I am seeing photos under Memories but these photos are no longer physically in my iPad, neither are they physically in any of my Apple devices, nor in iCloud. How do I permanently delete them? When I select them while in memories, the delete option is not available. The Add to Album is available. But I do not want to add them to album. I want them permanently deleted, deleted from Memories.

Delete the complete memory with the photos you do no longer want to see. You can delete a memory, if you open the memory and scroll down to the bottom. There is a line "Delete Memory". Tap it.
