Are you still logged in from before changing its password i.e. have you done : What to do after you change your Apple ID or password - Apple Support ? If you've done that and the account still shows as locked : http://www.apple.com/support/itunes/ww or https://www.apple.com/emea/support/itunes/contact.html
I just received my refurbished iPad. I set up my Apple ID and password and when I went to download an app it says “your Apple ID has been locked for security reasons. To unlock you must verify you identity”. I do all of that and they ask to reset my password. When I go do download again...same thing. Please help!
