How to log out of a locked account

I need to log out of my sisters iCloud and Apple account but i can’t because she doesn’t know the security questions and the account is locked so she can’t send an email because the email is linked to iCloud... how do i reset?

But my mom doesnt use that e mail, and we cant log in and confirm it, and she says she doesnt remember the security questions. I called customer service , but they didnt contact me about it.
