re. Outlook and iCloud

I recently installed iCloud on my MacBook Pro and it has wreaked havoc with my Outlook folders.

1. I now have a half dozen backups of pst files. When I try to delete these files and folders I get a message telling me that I need to rebuild my Office database using the Database Utility. If I try to do that I get a message saying that it cannot rebuild the database

Here's the message I get: "

The Office database stores your personal information, such as the Scrapbook and Outlook messages and contacts. To continue, click Rebuild. After the rebuilding process is complete, close the Database Utility. Then the database will be available for your Office applications."

2. I now have dozens of extraneous contacts folders from prior back ups and I can't get to the needed contacts folders without scrolling through those unneeded back up versions.I have had difficulty deleting those folders - as above.

3. I tried to send an email with an attachment (photo) from my hard drive. It won't send the message with that attachment though it will do so with others.

I get a popup that says "Message could not be sent"

Help on these problems would be much appreciated.

MacBook Pro with Retina display, macOS High Sierra (10.13.2)

What does this have to do with iCloud for Mac?

My best guess is that you have your Outlook database in a synced iCloud folder and that the syncing is damaging it - like the Photos library it may not be able to be on a synced volume
